Scaling up HIV/AIDS Prevention Programs towards Universal Access

Why is it important?

In order to fight HIV/AIDS, which is a serious challenge to human development ,and support Islamic Republic of Iran's efforts towards achieving Millennium Development Goal (MDG) 6 (to Combat HIV/AIDS, Malaria and Other Diseases), following the Round II project; i.e. “Prevention and Control of HIV/AIDS in I.R. Iran through Public, Civil Society and Private Partnerships” , Round 8 of the Project started in April 2010 under the title of  “Scaling Up HIV/AIDS Prevention Programs towards Universal Access with increasing the partnership of Non-Government Sector, Phase One”.

The HIV/AIDS control program in Iran has already been introduced as one of the best practices by WHO and UNAIDS in global publications and articles. This program was developed and revised to meet a proper response to HIV/AIDS epidemic. Despite efforts made all over the country, there are still a number of remaining gaps to cover, about which there were different meetings held with the stakeholders, NGOs and the technical committees to finalize a proposal.

The main goal of the Proposal is to halt and begin to reverse HIV /AIDS spreading among general population and most at risk groups (MARPs). The main target groups of are school students, Injecting Drug Users (IDUs), women at most risk, prisoners and People Living with HIV/AIDS (PLHIV).

The expected outcomes to be achieved through this program are:

  • Increasing percentage  of 15-45 years population who have universal  knowledge of the essential facts about HIV transmission;
  • Increasing percentage  of IDUs who adopt safe injecting practices;
  • Increasing percentage  of IDUs who adopt to use a condom the last time they had  a sexual intercourse;
  • Increasing percentage of women at higher HIV risk who adopt to use a condom the last time they had a sexual intercourse;
  • Increasing percentage  of prisoners  who have universal  knowledge of the essential facts about HIV transmission.

To achieve these outcomes, about 40 main activities are planned during the overall period for the Proposal, which is 5 years.

What is our goal?

The main goal of the Project in Round 8 is to halt and begin to reverse HIV/AIDS spreading among general population and most at risk groups (MARPs) alike.

How will we reach it?

Scaling up HIV/AIDS Prevention Programs in Iran will be approached through following the main objectives:

  • at least 60% of 15-45 years population have universal knowledge about HIV transmission;
  • at least 85% of IDUs adopt safe injecting practices and 42% of IDUs adopt to use a condom in the last time they had sexual intercourse;
  • at least 55% women at higher risk of HIV adopt to use a condom in the last time they had sexual intercourse;
  • at least 60% of prisoners have universal knowledge about HIV transmission;
  • Second-line Anti-Retro Viral (ARV) medicines are available for  100 percent of PLHIV infected with HIV resistant to  first  line  ARVs;
  • 10% PLHIVs covered by positive clubs;
  • Capacity building for  NGOs to deliver effective HIV services;
  • Capacity  building to assure successful implementation of National Strategic Plan (NSP);
  • Support and Capacity Building for the program.
